Tại buổi làm việc, các tỉnh, thành phố đưa ra 102 kiến nghị, bao gồm nhóm kiến nghị về cơ chế, chính sách (35 kiến nghị); nhóm kiến nghị liên quan đến công tác quy hoạch (15 kiến nghị), nhóm kiến nghị liên quan đến các chương trình, dự án đầu tư (39 kiến nghị); nhóm kiến nghị về thủ tục nhập cảnh cho các chuyên gia, nhà đầu tư, lao động nước ngoài (3 kiến nghị); các kiến nghị khác (10 kiến nghị).

Phát biểu kết luận, Thủ tướng Nguyễn Xuân Phúc hoan nghênh quyết tâm của các địa phương miền Trung – Tây Nguyên cam kết đạt mức tăng trưởng cao nhất có thể.

6 tháng qua, các tỉnh miền Trung – Tây Nguyên có nhiều cố gắng, nhất là quyết tâm không để COVID-19 lây lan nhưng ngoài 3 tỉnh tăng trưởng âm thì các tỉnh còn lại tăng trưởng đạt thấp. Trong đó, giải ngân vốn đầu tư công thấp hơn bình quân cả nước. Tuy nhiên, điều đáng mừng, theo Thủ tướng, là 12 tỉnh phát biểu tại hội nghị để thể hiện quyết tâm giải ngân 100% hoặc 90% trở lên trong năm 2020 và giải ngân vốn ODA đạt ít nhất 80%.

Thời gian tới, trong bối cảnh còn nhiều khó khăn, “lửa thử vàng, gian nan thử sức”, Thủ tướng tin rằng lãnh đạo và người dân các địa phương trong vùng mong muốn vươn lên mạnh mẽ hơn nữa, “không để Trung ương và Chính phủ thất vọng về sự tăng trưởng yếu kém, nhiều tồn tại của các tỉnh miền Trung – Tây Nguyên”. Điều quan trọng là phải xây dựng chương trình, lộ trình hành động với thời gian cụ thể, quyết liệt, hiệu quả, giải pháp đột phá trong 6 tháng cuối năm để phục hồi tăng trưởng. Không để tình trạng trì trệ.

Các tỉnh Vùng KTTĐ, kể cả Phú Yên và Khánh Hòa phải nhanh chóng lấy lại đà tăng trưởng, thể hiện là cực tăng trưởng của khu vực và đất nước, Thủ tướng nêu rõ. Mục tiêu năm 2020, khu vực miền Trung – Tây Nguyên không thấp hơn mức tăng trưởng kinh tế của cả nước. Tập trung mọi điều kiện tốt nhất để phát triển kinh tế, thu hút dòng dịch chuyển vốn đầu tư thế giới.

Các địa phương miền Trung – Tây Nguyên phải nghiên cứu, tận dụng các FTA, đặc biệt là CPTPP và EVFTA, mở ra không gian mới về hợp tác thương mại đầu tư với các nước châu Âu.

Đại dịch COVID-19 có thể còn kéo dài và diễn biến khó lường, Thủ tướng yêu cầu các địa phương, nơi có cửa khẩu, biên giới, cảng hàng không tuyệt đối không được chủ quan, theo dõi sát tình hình, kiên quyết không để dịch quay lại, lây lan trong cộng đồng. “Đảng, Nhà nước “thấu hiểu” những khó khăn, thách thức với miền Trung”. Chính phủ, Thủ tướng Chính phủ đồng hành cùng chính quyền địa phương, doanh nghiệp và người dân miền Trung – Tây Nguyên vượt qua khó khăn.

Với tinh thần đó, Thủ tướng nêu rõ, chính quyền Trung ương bảo đảm môi trường vĩ mô ổn định, thúc đẩy mở rộng thị trường, sửa kịp thời, nghiêm túc, bổ sung các văn bản quy phạm pháp luật… Nhấn mạnh tinh thần tạo điều kiện thuận lợi cho các tỉnh về thể chế, chính sách, thủ tục, Thủ tướng yêu cầu các Bộ trưởng tập trung xử lý kiến nghị của địa phương, không được để tình trạng “đi thăm địa phương thì có nhưng làm việc trực tiếp, xử lý tồn tại thì ít”; trường hợp vượt thẩm quyền báo cáo Thủ tướng Chính phủ.

Chính quyền địa phương tập trung tháo gỡ các khó khăn, hỗ trợ sản xuất, tiêu dùng, tạo việc làm và lo an sinh xã hội. Triển khai có hiệu quả các chính sách hỗ trợ, đảm bảo đúng đối tượng, công khai, minh bạch, không để lợi dụng, trục lợi chính sách.

Cộng đồng doanh nghiệp tiếp tục đẩy mạnh sản xuất kinh doanh; thích nghi, sáng tạo, vượt qua khó khăn, thách thức để tồn tại và phát triển. Đồng thời, phải có trách nhiệm với xã hội, chia sẻ khó khăn với nhân dân, người lao động, cơ quan quản lý nhà nước.

Về nhiệm vụ cụ thể của các bộ, ngành, Thủ tướng giao Bộ Kế hoạch và Đầu tư phối hợp với Bộ Tài chính và các bộ, ngành, địa phương liên quan kiểm tra, giám sát việc thực hiện kế hoạch giải ngân vốn đầu tư công của từng địa phương; kịp thời xử lý các phát sinh, vướng mắc, bảo đảm giải ngân 100% vốn đầu tư công trong năm 2020. Kiên quyết thực hiện cắt giảm kế hoạch đầu tư vốn ngân sách Trung ương năm 2020 của các bộ, cơ quan Trung ương và địa phương có tỷ lệ giải ngân thấp, hoặc triển khai chậm để  điều chỉnh cho các dự án đầu tư công cấp bách.

Thủ tướng giao Bộ Kế hoạch và Đầu tư chủ trì, phối hợp với Bộ Tài chính và các Bộ, ngành liên quan nghiên cứu, xây dựng Đề án hỗ trợ  đầu tư từ ngân sách Trung ương để đầu tư các công trình hạ tầng cấp bách của Vùng KTTĐ miền Trung và Tây Nguyên.

Bộ Kế hoạch và Đầu tư điều chỉnh, bổ sung quy hoạch khu công nghiệp, khu kinh tế  đáp ứng yêu cầu phát triển của địa phương, của vùng, của quốc gia nhằm đón nhận làn sóng đầu tư mới; xem xét đưa Khu kinh tế Vân Phong vào nhóm các khu kinh tế ven biển được ưu tiên tập trung đầu tư.

Nghiên cứu Đề án liên kết vùng Nam Phú Yên – Bắc Khánh Hòa nhằm phát huy tối đa tiềm năng, thế mạnh, tạo bước đột phá trong phát triển kinh tế – xã hội của hai tỉnh.

Áp dụng ngay từ ngày 15/8/2020 một số quy định tại Luật sửa đổi, bổ sung một số điều của Luật Xây dựng (miễn giấy phép xây dựng đối với công trình xây dựng đã được cơ quan chuyên môn về xây dựng thông báo kết quả thẩm định thiết kế xây dựng triển khai sau thiết kế cơ sở đủ điều kiện phê duyệt thiết kế xây dựng; bãi bỏ thẩm quyền của Bộ Xây dựng và giao UBND cấp tỉnh cấp giấy phép xây dựng đối với công trình xây dựng cấp đặc biệt).

Thủ tướng cũng giao Bộ Thông tin và Truyền thông chủ trì, phối hợp với các cơ quan liên quan triển khai phát triển hạ tầng số hiện đại, ưu tiên triển khai hạ tầng mạng 5G trong các khu công nghệ cao, khu công nghệ thông tin tập trung để triển khai các công nghệ số  đổi mới sáng tạo mang tính đột phá; hướng dẫn các địa phương xây dựng, phát triển chính quyền số gắn liền với đô thị thông minh.
