Hiệp hội doanh nghiệp Logistics Việt Nam (VLA) cho biết, đại dịch COVID-19 đã khiến nhiều doanh nghiệp sụt giảm doanh thu từ 10 – 30% so với cùng kỳ năm trước và buộc phải áp dụng những cách thức hoạt động mới, từ đó định vị lại qua chuyển đổi số.

Theo ông Nguyễn Tương, Phó Tổng Thư ký VLA nhận xét, khi đại dịch COVID-19 bùng phát, các doanh nghiệp logistics phải đối mặt với tình trạng đơn hàng ít, doanh thu sụt giảm.

Thị trường logistics đang thu hút trên 4.000 doanh nghiệp, tập trung chủ yếu ở Hà Nội và TP.HCM. Trong đó, có khoảng 30 doanh nghiệp cung cấp dịch vụ logistics xuyên quốc gia đang hoạt động tại Việt Nam. Để tồn tại, các doanh nghiệp buộc phải tái cấu trúc, tận dụng lợi thế của công nghệ số tạo nên thay đổi lớn về sản lượng, năng suất.

Một nghiên cứu của VLA cho thấy, tỷ lệ chi phí logistics so với GDP quốc gia của Việt Nam là 18%, trong khi con số này ở các nước phát triển chỉ 9-14%. Trong tổng chi phí logistics thì chi phí vận tải chiếm 60%, chi phí xếp dỡ chiếm 21%, chi phí kho bãi chiếm 12%…

Chi phí logistics của Việt Nam vẫn còn khá cao so với các quốc gia như Trung Quốc, Thái Lan, Nhật Bản và khối EU do hạn chế về kết cấu hạ tầng cảng biển gắn liền với dịch vụ sau cảng; công tác quy hoạch hạ tầng logistics, gồm cảng biển, cảng cạn, trung tâm logistics, depot, bãi đậu xe tải, xe container… chưa hiệu quả. Do đó, ứng dụng công nghệ số hóa là yêu cầu cần thiết để cắt giảm chi phí. Đây là con đường một chiều mà các doanh nghiệp không thể lựa chọn khác nếu muốn tồn tại, phát triển.

Hiện phần lớn các doanh nghiệp logistics của Việt Nam vẫn chưa đầu tư đúng mức cho công nghệ, dẫn tới cạnh tranh vất vả với các doanh nghiệp nước ngoài. Chẳng hạn như hệ thống cảng của Việt Nam, với 281 cảng trải dài khắp lãnh thổ có tổng công suất trên 550 triệu tấn/năm, hệ thống cảng có tiềm năng khai thác rất lớn nhưng chưa được đầu tư bài bản về ứng dụng công nghệ thông tin vào khai thác sản xuất. Do chưa ứng dụng công nghệ phần mềm hiện đại vào vận hành cảng, chủ yếu dùng nhân công kết hợp với một số phần mềm đơn giản và riêng lẻ để giải quyết các vấn đề liên quan tới nghiệp vụ khai thác cảng nên các cảng không thể tối ưu hóa khả năng lưu chuyển hàng hóa, gây chậm trễ và tắc nghẽn.

VLA cũng cho rằng, hiệu quả của việc ứng dụng công nghệ thông tin vào logistics đã được chứng minh trong thực tế. Điển hình như hệ thống cảng biển Singapore và Hong Kong (Trung Quốc) – những nơi đã và đang thống trị trong danh sách những cảng biển container nhộn nhịp nhất thế giới, ưu tiên ứng dụng công nghệ thông tin trong công tác quản lý và khai thác cảng biển từ rất sớm.

Còn trong nước, Công ty Tân cảng Sài Gòn, sau khi áp dụng thành công các chương trình quản lý, điều hành sản xuất tiên tiến, đã giảm 55% thời gian tàu nằm bến; giảm 3/4 thời gian giao nhận hàng hóa; giảm 60% các vụ việc mất an toàn lao động, an toàn giao thông…

Dù đã được diễn ra từ vài năm trở lại đây nhưng xu hướng số hóa trong logistics lại càng được đẩy mạnh hơn trong đại dịch COVID-19. Việc xây dựng các sàn thương mại điện tử, triển khai các giải pháp về lệnh giao hàng điện tử sẽ mang lại cơ hội cho doanh nghiệp trong bối cảnh đại dịch COVID-19 vẫn đang diễn biến phức tạp trên thế giới.

Bên cạnh cơ hội đến từ logistics cho thương mại điện tử, ông Nguyễn Tương cho rằng những hiệp định thương mại tự do (FTA) mới được Việt Nam ký kết với Liên minh châu Âu (EVFTA) mang lại nhiều thuận lợi cho ngành dịch vụ logistics, là đòn bẩy tăng trưởng quan trọng sau đại dịch COVID-19

Những hiệp định như EVFTA sẽ là cú hích cho hoạt động sản xuất và xuất nhập khẩu của Việt Nam. Khi hoạt động sản xuất và xuất nhập khẩu phát triển thì sẽ kéo theo sự phát triển của ngành logistics. Những phần việc mà các tập đoàn logistics lớn trên thế giới không làm khi thâm nhập thị trường Việt Nam sẽ là cơ hội cho doanh nghiệp Việt, nhất là những việc vận tải, giao nhận và thủ tục hải quan trong nước.

Bên cạnh đó, với cam kết loại bỏ thuế quan của Việt Nam cho phương tiện vận tải, các loại máy móc, thiết bị công nghệ phục vụ hoạt động logistics từ EU là cơ hội để doanh nghiệp logistics trong nước có thể mua những sản phẩm phục vụ sản xuất với giá hợp lý, tiết kiệm chi phí sản xuất, cải thiện năng lực công nghệ, tăng cường năng lực tự thực hiện, giảm các dịch vụ thuê ngoài.

Tuy nhiên, cơ hội lớn luôn song hành cùng thách thức. Độ mở của nền kinh tế Việt Nam đồng nghĩa với việc các doanh nghiệp trong nước phải tham gia vào cuộc đua căng thẳng với những tập đoàn logistics lớn trên thế giới có trình độ cao hơn và vốn mạnh hơn nhiều. Vì thế, nếu không biết chắt chiu cơ hội, doanh nghiệp logistics Việt Nam sẽ không giành được lợi thế
